Restart Grant Overview and Eligibility

If applicants can please read the following information before completing the grant application form.

This form relates to the Restart Grant announced by the Government on 3 March 2021 to support non-essential retail, hospitality, accommodation, leisure, personal care and gym businesses in England with a business rates account.

This support will take the form of a one-off grant funding scheme in financial year 2021-2022.

There are two grant stands - Strand 1 will provide a grant of up to £6,000 to non-essential retail business premises, to help them reopen safely. Strand 2 will provide a grant of up to £18,000 to hospitality, accommodation, leisure, personal care and gym premises, which may open later under plans set out in the roadmap and will be more impacted by restrictions when they do reopen. This is a mandatory scheme and the amounts paid are not at the discretion of the Council.

The Restart Grant scheme supports businesses that are predominately reliant on delivering in-person services for the general public in the aforementioned sectors.

Business can review the full Government eligibility criteria for the Restart Grant here.

Appendix C provides a list of businesses that fall into the scope of each sector.

Details on the payment thresholds can be viewed on page six of the Government Guidance document and on the Council's website.

Application Process

The Government has announced that further information is required from each business making an application. In view of this, you will be required to make a new application no automated payments will be made related to previous successful Local Restrictions Support Grant applicants.

Information required to support your application

Before you start to complete the grant application form you will need the following information to hand:

• Business rates bill – (if you receive Small Business Rates Relief (SBRR) you will need your rates bill) to provide your business rates reference number and property rateable value (not the amount you pay)
• Bank Account Statement – to upload to validate the payment details – the statement must show the account name, sort code and account number and the name of the business or individual needs to match the details on your business rates bill
• The total value of all Covid-19 business grants that your business has received to date including grands paid by other Council’s. Please note: the grant administration team will not have the capacity to provide this information to businesses so you will need to obtain through reviewing your bank account statements.

Closing date for applications

The Government has set a grant closure date for this scheme – applications need to be submitted before close of business (5pm) on 30 June 2021.

PLEASE NOTE: If information and evidence requested to support your application isn’t provided then we you will receive an email notifying you that your application has been closed and you will need to reapply providing all the information requested based on your business circumstances. The Council has a limited time window to administer grants and recognises the urgency to get the grant payments out to businesses so we do not have the capacity to stop reviewing applications to carry out follow-up calls to request missing information as this will slow the process down.
